International legitimacy of the FATF and the validity of its ratifications from the perspective of international Instruments & State practice

Abstract
International legitimacy of the FATF and the validity of its codification in international system from the point of view of international custom and documents have always been questioned by some scholars with skepticism. They believe that the FATF recommendations and Codification are still in the form of soft law and cannot be validated and considered binding. It is appearing that the subjective perspective of the international community's belief in international documents indicates a legal will which has been an influence element in formation of FATF and its international legitimacy and the validity of its approvals.The authors, by attention to the joining majorityof countries to FATF, seek to prove this hypothesis that The FATF in the light of international law, customary international law, international documents and State practice caring international legitimacy, and its Ratifications legally are binding.
